To answer your question the paint brush glitch was a common glitch found in the prepatch Oblivion games. It caused paint brushes to float where ever you droped them. It's common practice to use this glitch to make a sort of stair way to bypass tasks, or just plain get up higher.

Yes, I remember having Orcish Armor and jumping up them and falling off every time, I saved on each paint brush when I got up one I hadn't before. Outside of the walls the ground was all brown and I was floating on a perfectly flat invisible wall. Quite interesting indeed.
